This pump does one narrow job: it keeps jacket cooling water circulating through the main engine while the engine itself is stopped or on standby, so the block stays warm enough for an immediate start. It is not sized against the engine's running cooling load like the main jacket water pump — it only has to overcome the preheater's small circuit resistance and move enough flow to prevent stratification, so it is a fraction of the size and power of the pump it stands in for while the engine runs.
A small centrifugal pump, usually electric-driven and rated for continuous duty, since on a standby vessel or during long port stays it can run for days or weeks without a break.
An electric immersion heater or a steam or thermal-oil heat exchanger raises jacket water temperature, commonly held around 60-70°C, close to normal running temperature so the engine is not thermally shocked on starting.

Surveyors checking UMS or bridge control notations will confirm the preheat system reaches and holds temperature and that its failure raises an alarm.
A cold main engine that still shows a running preheat pump indication has usually lost flow through a stuck non-return valve or a burst preheater element — check jacket water temperature directly rather than trusting the running indication alone.
