What ISO 9650 covers
ISO 9650 is the standard covering life rafts for leisure craft and smaller commercial vessels outside SOLAS carriage requirements, split into Part 1, for ocean operation with more demanding survivability and equipment, and Part 2, for coastal operation with a reduced pack. It sits alongside, not in place of, SOLAS life rafts required on larger commercial ships, and is the relevant standard for yachts, small workboats, fishing vessels, and craft below SOLAS tonnage or passenger thresholds.
Main components
Buoyancy tubes and canopy
Twin or single inflatable buoyancy tubes support the raft floor; a self-erecting canopy, supported by inflatable arches, gives weather protection and a visible profile for search aircraft. ISO 9650-1 rafts require a more robust canopy and ballast system than Part 2, reflecting expected exposure on ocean passages.
Inflation system
A CO2 or nitrogen gas cylinder, triggered by pulling the painter line to a set length, inflates the raft in well under a minute; a topping-up relief valve prevents over-pressure as gas warms after inflation.
Painter line and release
The painter line both triggers inflation and keeps the raft tethered to the vessel until deliberately cut; on some installations a hydrostatic release unit lets the raft float free and inflate automatically if the vessel sinks before it is launched manually.
Survival equipment pack
Pack contents differ by ISO 9650 part and pack designation, ocean pack A or coastal pack B, typically including rations, water or a means to produce it, flares, a first aid kit, a bailer, a sea anchor, and repair equipment for the buoyancy tubes.
Ballast bags
Water-filled ballast bags beneath the raft resist capsize in breaking seas; ISO 9650-1 specifies a higher ballast capacity than Part 2, reflecting the more exposed conditions ocean-going rafts must survive.

Regulations and class
ISO 9650 rafts are certified against the ISO standard rather than SOLAS; class or flag acceptance depends on the vessel's category and applicable regulations, such as national small commercial vessel codes. Annual servicing at an approved service station is the norm for both parts, with the raft's service due date marked on the container and checked at any external safety inspection.
Typical faults
- Container UV or impact damage: can compromise activation reliability or let water into the raft pack.
- Inflation cylinder pressure below spec, found at annual service: raft may under-inflate or fail to inflate.
- Painter line chafe or incorrect lashing to the vessel: raft can inflate but remain attached and be dragged under, or fail to trigger if the line parts early.
- Ballast bag material degradation: reduced capsize resistance in the exact conditions it is meant for.
- Service due date lapsed: many inspections and insurers treat an overdue raft as equivalent to no raft at all.
What to look for in a supplier
- Correct ISO 9650 part and pack designation for the vessel's actual operating area, not the cheapest compliant option for a different area.
- Approved service station network reachable from the vessel's normal ports of call.
- Clear container marking of capacity, pack type, and service due date, since it may be checked far from where the raft was purchased.
- Documented CO2 charge weight and pressure test results at handover.
Match the raft's operating area rating to where the vessel actually goes, not where it is registered: a Part 2 coastal raft carried on an ocean passage is a gap that only shows up when it is too late to close.
